There was the same number of registered sex offenders living in Ramsey County in February compared to the previous month, according to the Minnesota Public Registrant Search.

There are 99 sex offenders registered in Ramsey County in February.

The Registry shows nine of these sex offenders are sexual predators. In Minnesota, convicted predatory offenders also are subject to certain mandatory sentencing laws that are designed to minimize their chances to re-offend.

Minnesota legislation about sex offenders and predators is currently being evaluated and revised, such as if offenders with good behavior can be removed from the Registry.

Tijuan Donte Johnson	Criminal sexual conduct in the first degree	Tijuan Johnson engaged in sexual contact with an unknown adult female. Contact included penetration. Johnson gained access by entering her residence without permission. Compliance was gained through use of a weapon, threats, and restraining victim's boyfriend.

Terrell Antoine Coleman	Criminal sexual conduct in the second degree	Terrell Coleman engaged in sexual contact with an unknown adult female. Contact included penetration. Coleman gained access by approaching her on public street. Force and threats were used to gain compliance.
Robert Nicholas Heinze	Predatory offense, Non-MN Statute, criminal sexual conduct in the first degree (2 counts)	Robert Heinze has a history of engaging in incidents of sexual contact against a known male child and a teen. Contact included penetration. Heinze used his established relationship of trust to gain and exploit unmonitored contact with the child victim. He used the internet in order to build trust and facilitate contact with the teenaged victim.

Conduct included indecent exposure and soliciting sexual contact. Contact included penetration. Ashley gained access by approaching her in a public place and asking for a ride. Ashley gained compliance by implying that he had a weapon.
Aaron Carl Gilbertson	Criminal sexual conduct in the first degree, patrons; prostitutes; and housing individuals engaged in prostitution; penalties, solicitation of children to engage in sexual conduct; communication of sexually explicit materials to children, kidnapping	Offender attempted to lure victims into a car (female, age 6) bribing them with treats and money. Sia Vang	Criminal sexual conduct in the first degree	Sia Vang engaged in sexual contact with an unknown female teenager. Contact included penetration. Vang provided teenager with drugs and alcohol prior to offense. Vang used force, accomplices, and took advantage of teenager's vulnerable state to gain compliance.
Gilbert Vela	Criminal sexual conduct in the third degree	Gilbert Vela engaged in sexual contact with a unknown male teenager. Contact included sexual touching and penetration. Force was used to gain compliance. Vela gained access to victim by approaching him in a public place.
Terry William Wilson	Criminal sexual conduct in the second degree, possession of pornographic work involving minors	Offender engaged sexual contact with victims (male & female, ages include a 9 yr. old). Contact included sexual touching. Offender was also found to have thousands of child pornographic images. Offender's relationship with victims is unclear.
Dwight David Ford	Kidnapping, criminal sexual conduct in the first degree	Dwight Ford engaged in sexual contact with a known adult female. Contact included penetration. Physical force was used to gain compliance. Ford also held three known adults (two males, 1 female) against their will. Threats, physical force, and a weapon were used to gain compliance. Ford gained access to victims while in custody.
William Genesis Smith	Criminal sexual conduct in the third degree, non-MN statute for predatory offense	William Smith has a history of engaging in sexual contact with unknown adult females. Contact has included sexual touching and penetration. Force was used to gain compliance.
Yeng Vang	Criminal sexual conduct in the first degree (3 counts)	Vang has a history of sexual contact against known female teenagers and adults. Contact included repeated acts of penetration. Antwan Lamar Westbrook	Criminal sexual conduct in the third degree	At age 18, Antwan Westbrook engaged in sexual contact with a known female teenager on more than one occasion. Contact included penetration. Westbrook used attention and affection to establish a relationship of trust. This relationship allowed him to gain and exploit unmonitored access.
Antwone Nawone Ford	Criminal sexual conduct in the third degree	Antwone Ford engaged in sexual contact with a known female teenager on multiple occasions. Contact included penetration. Ford used attention and affection to gain and exploit unmonitored contact.
Steven Loren Mehsikomer	Criminal sexual conduct in the third degree, criminal sexual conduct in the fourth degree	Steven Mehsikomer has a history of engaging sexual contact with known female teenagers. Contact has included sexual touching and penetration. Mehsikomer took advantage of one victims vulnerability to gain compliance.

Matthew Antonio Johnson	Criminal sexual conduct in the first degree	Matthew Johnson engaged in sexual contact with two unknown adult females. Contact included sexual touching and penetration. Johnson gained access by meeting victims in a public place and bringing them to another location. Force and a weapon were used to gain compliance.
Lavern Robert Spann	Criminal sexual conduct in the first degree	Lavern Spann at age 36 engaged in multiple incidents of sexual contact against a known, teen-aged female over a period of years. Contact included penetration. Spann used his relationship of trust to attain and exploit unmonitored access. He used manipulation and coercion in an effort to maintain control. Following this conviction, Spann's DNA was collected and connected him to prior sexual assaults from 1993 and 1995. The assaults were against adult female victims, unknown to him. Contact included penetration. In these offenses, Spann gained entry to each victim's apartment. He used force, violence and threats of serious harm in his efforts to maintain control.

Conduct included exposure and masturbating in victims' presence. Contact included sexual touching. Moore approached one male in a public place and offered assistance.
Anthony John Dentz	Possession of pornographic work involving minors, solicitation of children to engage in sexual conduct, communication of sexually explicit materials to children (2 counts)	Anthony Dentz has a history of sexual conduct with unknown adolescent females. Conduct included engaging in sexually explicit conversation online and sending sexually explicit photos. Dentz also engaged in sexual contact with a known female teenager. Contact included penetration. Dentz also possessed child sexual exploitation images.

Conduct has included prostituting victims. Contact has included penetration. Hamilton has also abducted and held victims against their will.
Jeremaih Marquis Johnson	Criminal sexual conduct in the first degree	Jeremiah Johnson engaged in sexual contact with and robbed an unknown adult male. Contact included penetration. Johnson gained access by entering his residence without permission. A weapon and threats were used to gain compliance.
Shawn Canada	Criminal sexual conduct in the third degree	Shawn Canada engaged in sexual contact with a known adult female. Contact included penetration. Canada took advantage of her developmental disability and used force to gain compliance.
Joshua Lee Novak	Criminal sexual conduct in the third degree	Joshua Novak has a history of engaging in sexual contact with unknown female teenagers. Contacts included penetration. Novak gained access to victims at his place of employment.

Contact has included sexual touching and penetration. Lustila approached one female in a public setting and took advantage of her vulnerable state to gain compliance. Michael Van Belt	Criminal sexual conduct in the first degree (2 counts), criminal sexual conduct in the third degree	Michael Van Belt has a history of sexual contact with known and unknown female teens and adults. Contact included penetration and attempted sexual conduct. Van Belt gained access to one female by approaching her in public, another during an interaction involving narcotics, and another through a relationship of trust. He has used force, attention, and affection in an effort to maintain control.

Glaraton approached him in a public place and forced him to walk to an isolated location. Physical force, threats, and a weapon were used to gain compliance.
Bobby Earl Jefferson	Criminal sexual conduct in the third degree, kidnapping	Bobby Jefferson engaged in sexual contact with an unknown female teenager. Contact included penetration. Jefferson used threats and force to gain compliance.

Breezee used friendliness and sincerity to gain trust. He then had her accompany him in his vehicle to another location. At that location Breezee used force, violence and threats of serious bodily harm to gain control.
Jesse Curry Jr.	Criminal sexual conduct in the first degree (2 counts), criminal sexual conduct in the third degree	Jesse Curry has a history of sexual contact with known female teenagers and adults. Contact included penetration. Curry gained access to them at a social gathering and took advantage of one female's vulnerable state. Force and threats were used to gain compliance.
Robert James Gordon	Criminal sexual conduct in the third degree, criminal sexual conduct in the fifth degree, false imprisonment	Robert Gordon engaged in sexual contact against an unknown adult female. Contact included sexual touching. Gordon approached her as she was entering an apartment building. Following her into the hallway, Gordon grabbed her from behind using force and shock in an effort to gain control.
Rickey Harris	Criminal sexual conduct in the first degree, criminal sexual conduct in the second degree	Rickey Harris has a history of sexual contact with known adult females. Contact has included penetration and sexual touching. Harris took advantage of one female's vulnerable state, and has used force and threats to gain compliance.
Phillip Jay Blodgett	Criminal sexual conduct in the second degree (2 counts)	Phillip Blodgett has a history of sexual contact with known and unknown female teenagers and adults. Contact has included sexual touching and penetration. Physical force and threats have been used to gain compliance. Blodgett gained access to one female by approaching her in a public setting and another by entering her home without permission. Blodgett provided one female with alcohol and took advantage of another's vulnerable state to gain compliance.

Timothy Dawkins Coon	Criminal sexual conduct in the first degree	Timothy Coon at age 15, engaged in separate incidents of sexual contact against two, known female children. Contact included touch. Coon exploited unmonitored contact with victims. He used manipulation and coercion to maintain control.
Evul Condio Demarz	Criminal sexual conduct in the second degree, criminal sexual conduct in the first degree	At age 19, Evul Demarz AKA Eric Gates engaged in sexual contact with two known female children and one known female teenager. Contact included sexual touching and penetration. Manipulation and coercion were used to gain compliance.
Joseph N. Givens	Criminal sexual conduct in the second degree	Joseph Givens engaged in sexual contact with an unknown adult female. Contact included sexual touching and penetration. Givens gained access by approaching her and offering assistance. Force and threats were used to gain compliance. On a separate occasion, Givens (age 17) transported an unknown adult female to another location and engaged in sexual contact. Contact included penetration. Givens gained access by approaching her and another adult male and robbing them. Force, threats, weapons, and accomplices were used to gain compliance. Givens struck victim in the head, resulting in her death.
Newton Wyatt Henderson	Criminal sexual conduct in the first degree, kidnapping	Newton Henderson held an unknown male and female teenager against their will, transported them to another location, and engaged in sexual contact with the female teen.
