Ramsey County judge overturns ban on binary triggers included in 2024 omnibus bill

Representative Bidal Duran (R-Bemidji) has responded to a recent decision by a Ramsey County judge, who invalidated Minnesota's ban on binary trigger devices. The judge found that the ban was unconstitutionally included in a large 2024 omnibus bill.

In his statement, Duran said, “This ruling is a victory for the Constitution and for law-abiding gun owners. The court made clear what Minnesotans already know: Democrats cannot bury controversial policies inside massive omnibus bills. These tactics undermine transparency and disrespect the people we serve.”

He continued, “The Second Amendment is not negotiable, and I will continue to oppose any effort to criminalize responsible gun owners or weaken our freedoms.”

The court’s decision addresses concerns about legislative practices in Minnesota related to including unrelated measures within broad legislative packages.
