Dakota County is home to five registered sex offenders in November

There was one less registered sex offender living in Dakota County in November compared to the previous month, according to the Minnesota Public Registrant Search.

There are five sex offenders registered in Dakota County in November, compared to six the month before.

The Registry shows none of these sex offenders are sexual predators. In Minnesota, convicted predatory offenders also are subject to certain mandatory sentencing laws that are designed to minimize their chances to re-offend.

Minnesota legislation about sex offenders and predators is currently being evaluated and revised, such as if offenders with good behavior can be removed from the Registry.

Isaiah Charles SwedeenCriminal sexual conduct in the first degreeAt age 10, Isaiah Swedeen engaged in sexual contact with two known female children over an extended period of time. Contact included sexual touching and penetration. Physical force and threats were used to gain compliance.
Eric James DokkenCriminal sexual conduct in the second degree (3 counts)Erik Dokken has a history of sexual conduct and contact with known male children. Conduct has included showing them pornography and exposure. Contact has included sexual touching and penetration. Threats, a weapon, force, bribes, and intoxicants have been used to gain compliance. Dokken also took advantage of at least one male's vulnerable state to gain compliance.
William Albert Kibble Jr.False imprisonment, criminal sexual conduct in the fourth degreeWilliam Kibble engaged in domestic assault against a known adult female, holding her against her will. He engaged in sexual contact against a known, adult female, holding her against her will. Kibble used his relationships to gain access. He used a weapon, force and threats of violence to gain compliance.
