Representative Josh Heintzeman (R-Nisswa), who serves as Co-Chair of the House Environment Finance and Policy Committee, announced the passage of the 2025 Environment Budget Bill during a special legislative session in St. Paul.
Heintzeman described the bill as a significant achievement for Minnesota residents. “This is a win for Minnesotans,” said Heintzeman. “From sportsmen and trail users to job creators and local communities, this bill delivers meaningful improvements that have been years in the making.”
The main feature of the legislation is reforming environmental permitting procedures. The new measures are designed to make these processes more efficient while maintaining Minnesota’s established environmental standards. According to Heintzeman, these reforms are expected to reduce delays and simplify regulatory requirements, which could support economic growth while continuing to protect natural resources.
“This is the most significant step we’ve taken on permitting reform in well over a decade,” said Heintzeman. “We’re keeping strong environmental protections in place, while making the process more efficient and accountable. It’s a balanced approach that reflects the needs of both our environment and our economy.”
Other elements of the bill include expanding access for hunting and fishing, investing in ATV trails, supporting restoration projects for local trails, and addressing aquatic invasive species by securing future funding from lottery proceeds.
Heintzeman expressed appreciation for his role on the committee and noted ongoing work ahead: “I’m grateful for the trust placed in me as Co-Chair of the Environment Committee and proud of what we were able to accomplish,” he said. “There is still more to do but this is a great foundation to build on going into next session.”
