Court strikes down Minnesota binary trigger ban; Heintzeman calls it constitutional victory

A Ramsey County District Court has ruled that Minnesota's 2024 ban on binary triggers is unconstitutional. State Representative Josh Heintzeman (R-Nisswa) responded to the decision, stating, “This is a big win for the Second Amendment and a long-anticipated decision on what has been well known to be corrupt legislating by Minnesota Democrats during the 2024 session. The Constitution is clear — lawmakers cannot stuff dozens of unrelated provisions into massive omnibus bills and call it governing. Monday’s decision is a reminder that the rule of law matters, and that even in politics, there are boundaries that must be respected."

The legal challenge was initiated by the Minnesota Gun Owners Caucus. The group argued that the DFL's 1,400-page omnibus bill from 2024 violated the Minnesota Constitution’s single-subject rule, which requires legislation to address only one subject at a time.

Although Judge Leonardo Castro's ruling only overturned the binary trigger ban itself, his opinion criticized state lawmakers' practice of combining many unrelated items into large omnibus bills.

The administration of Governor Tim Walz has stated it will appeal the court’s decision.
