Minnesota legislature faces continued delays as budget talks await special session

Minnesota lawmakers remain at an impasse over the state budget, now more than two weeks past the constitutional deadline to complete the legislative session. Representative Bidal Duran (R-Solway) reported that while budget negotiations continue in St. Paul, he has been working within his district to address local concerns.

Duran cited several reasons for the ongoing delay, including what he described as Governor Tim Walz’s extended absence from direct negotiations and the Democratic-Farmer-Labor Party’s support for programs such as state-funded healthcare for undocumented immigrants. “Minnesotans are frustrated waiting for a budget while Governor Walz pursues national headlines instead of leading negotiations here at home. House and Senate Republicans have been putting in long hours and tough conversations to deliver solutions that protect families, support the economy, provide relief for educators, and keep our communities safe. Yet, Governor Walz has been mostly missing in action – traveling the country, giving speeches, and stirring talk about a 2028 presidential run, while negotiations fall to Zoom calls with his staff,” Duran said.

He also pointed to Lieutenant Governor Peggy Flanagan’s reported focus on her own political future as contributing to a lack of leadership during critical talks: “Adding to the problem, Lieutenant Governor Peggy Flanagan is reportedly focused on her own political ambitions for 2026, leaving even less leadership at a time when steady guidance is critical.”

Duran stated his priorities remain public safety, business support, and responsible spending: “Minnesota deserves leaders who put the state first, not personal political agendas or divisive talk. I remain focused on fighting for safer streets, supporting businesses, and ensuring responsible state spending. But without real leadership from the Governor’s office, progress is needlessly stalled.”

According to Duran’s update last week several major areas of disagreement remained unresolved; however since then some progress has been made with Environment, Human Services and Health budgets either settled or close to agreement.

State law requires only the governor can call a special session if legislative work remains unfinished after regular deadlines expire. With portions of Minnesota's budget still awaiting approval by lawmakers and executive branch leaders—including those negotiated remotely by Governor Walz—a special session will be necessary before any new fiscal plan can take effect.

“There’s no start date yet,” Duran wrote regarding when legislators may reconvene under special session rules. “But we expect things to move quickly once leadership reaches a deal. I’ll be there to review the legislation and vote on the final package, always keeping our communities’ priorities at the forefront of my mind.”

Duran concluded by reiterating his commitment: “Going forward my focus remains on passing a balanced responsible budget that supports local economies schools and working families – without new tax burdens. I’ll keep you informed as soon as we know when the special session will begin and what it will include.”
